A PPJK is a business entity that handles customs obligations on behalf of an importer or exporter.
Any company can build trade relationships to grow its business, and import and export is one of the most common. But not every company wants or is able to handle import and export on its own, because customs clearance is complex and comes with many requirements. That is why many companies use a PPJK, a party that handles customs obligations in an easy, fast, transparent, effective and efficient way. What is a PPJK? A PPJK (Pengusaha Pengurusan Jasa Kepabeanan, or customs service provider) is a business entity that handles customs obligations on behalf of, and with the authorisation of, an importer or exporter. Its legal basis includes Law No. 17 of 2006 (amending Law No. 10 of 1995 on Customs) and Ministry of Finance Regulation No. 65/PMK.04/2007 on customs service providers. Why use a PPJK? Reasons include efficiency and speed in customs processing, and the fact that many companies do not yet understand customs procedures and need a PPJK to handle them and act as their consultant. Every PPJK must employ a customs expert certified by Customs and Excise. Requirements and registration A PPJK must hold a PPJK registration number (NPPPJK), obtained by registering online on the official Customs website. The administrative requirements are: (1) a clear and verifiable address; (2) clear identity of management and the responsible person; (3) staff who are qualified customs experts; (4) reliable, auditable bookkeeping; (5) a guarantee in the form of a cash deposit, bank guarantee or insurance guarantee before starting operations. Customs officials assess the requirements through administrative analysis and a field survey, and give a decision within 45 working days of receiving complete and correct registration data. After receiving the NPPPJK, the PPJK submits its guarantee to the head of the supervising customs office (KPPBC) in its area. The NPPPJK is valid at all customs offices in Indonesia until revoked by the Director General of Customs and Excise or an appointed official. The process in short The importer or exporter authorises the PPJK; the PPJK registers online to obtain an NPPPJK; the customs technical unit checks the requirements; approval is given once the data is complete and correct; the PPJK receives its NPPPJK and submits its guarantee. Note: the rules above reflect the regulations in force when this article was first published (June 2020). For current requirements, contact our customs team at info@mbs-logistik.com.
